The state has been operating without a budget for six days. On Tuesday Comptroller Leslie Geissler Munger is going to court to request a court order to allow her to pay all state employees on their scheduled pay dates. But Attorney General Lisa Madigan believes it’s unconstitutional for state employees to be paid without a budget. Last week, an emergency one-month budget received no Republicans votes. It passed in the Senate but came up short in the House. How long will the game of political chicken over the budget continue?
