The potential cost for a special primary and a special election for the 2nd Congressional District is approximately $1 million, according to James P. Allen, communications director at the Chicago Board of Elections. The size of the territory and the number of voters factors into that cost. The 2nd District has 151 full precincts and 19 partials, less than one-tenth of Chicago’s current total of 2,034 precincts.
