Chicago is one of the most congested cities in the country, according to findings by Texas A&M this month. The study ranks Chicago No. 7 among very large urban areas and 13th among 498 U.S. cities on a scale of the most unreliable highway travel times. We talk to Senior Planner at the Chicago Metropolitan Agency for Planning, Jesse Elam, about the city's plans to combat the issue.
