A bill introduced in Congress today would expand access to high-quality preschool for 4-year-old children from low and moderate income families. Early learning advocates call the bill a significant step toward improving access to better early learning programs, and the most comprehensive legislation in 40 years. They say it’ll be especially significant since recent multimillion dollar budget cuts have meant 20,000 Illinois children have lost seats in Head Start programs.
